David Haines joined NCMA as President on September 9, 2024.

David has 18 years experience leading and managing programs focused on energy, sustainability, and the environment. He has served as senior energy policy expert as a legislative fellow for Brookings Institution. David was a Deputy Assistant Secretary in the Office of Land & Minerals Management during the Obama administration and was Global Sustainability Advisor for Shell Oil, where he developed a cross-functional coalition with environmental groups, government agencies, academics, and industry.
Donna Pittman, Office Manager

Donna Pittman is the Office Manager. Donna joined NCMA in 2007 and has over 23 years of administrative experience. Donna worked for the Department of Environment & Natural Resources, Division of Water Quality for over 16 years in various administrative positions throughout the Division. Eight of her years with the Division, Donna was the executive assistant to the Director.
Jimmy Carter, Director of Communications and Regulatory Affairs

Jimmy Carter brings environmental regulatory experience to NCMA, having served for 30 years in North Carolina's lead environmental agency - what is now the Department of Environmental Quality - where he rose to the position of Assistant Secretary before retiring from state government in 2010.
After enjoying retirement for all of a month, Jimmy joined Solutions-IES, a Division of Draper Aden Associates (an NCMA business partner) as Senior Consultant. In addition to his consultation responsibilities at Solutions-IES, Jimmy held a concurrent role as Director of Marketing and Business Strategies for EOS Remediation (a subsidiary of Solutions-IES) where he managed print and on-line marketing for EOS in-situ remediation technologies; coordinated promotions for Asian markets; maintained social media online accounts; planned and implemented marketing campaigns that included webinars and "how-to" videos; and designed, installed, and maintained the company websites.
